Der Traktor Fortschritt ZT 304 kam nur in Industriebetrieben der DDR zum Einsatz. Dort bestand seine Hauptaufgabe ausschließlich im Transport von Gütern, denn die zulässige Anhängelast des ZT 304 betrug 24 Tonnen. Basierend auf den bewährten ZT 300, verzichtete man beim Bau des Fortschritt Universaltraktor ZT 304 allerdings auf die für den Feldeinsatz wichtigen Baugruppen: Kraftheber/Dreipunktanbau, Zapfwelle und Unterlaufstufe
